Converting TT to UTC

To convert the TT time used in the tables to EST: subtract 64 seconds (approx.) to convert TT to UTC, then subtract 5 hours to convert UTC to EST. If daylight saving time is in effect (in summer), subtract 4 hours to convert UTC to EDT. Reference: Systems of time.
